Again: Curtilage issues can only be answered by considering Dunn's four factors as they relate to the intimacies of a domicile.
The lack of a specific formula does NOT mean all areas somewhat near a home are protected by the Fourth Amendment. You need to apply the four factors, with reason.

I think what people are missing is that the health inspector is acting in capacity of Gov't and not that as an individual. She needs probable cause before she can enter, then needs to obtain legal authority. Moving dirt is not probable cause. She is taking picture to obtain probable cause.

She does not need probable cause to enter his property. "Probable cause" is related to the Fourth Amendment. The Fourth Amendment protected persons, houses, papers, and effects, but not open fields as here.
So the only issue left is whether she is trespassing. Indiana Code 16-20-1-23 allows her to enter private property to investigate disease after due notice, which she obviously may have given.

Granted she is trespassing, why he does not ask for the watch commander and inform her that she is subject to arrest for trespassing and that he will press charges and enforce that statement with a cell phone call to the state police I do not understand.

im a health inspector in Texas in this case, the videotaker has a fault for not letting officials in. if cops or the border patrol suspects a person having drugs in a property then the border patrol or cops have a right to cross private property.

You are mistaken. The border patrol is a federal agency. Its agents do not have powers granted to police by the state. They are just like private citizens concerning state law.
If a police officer suspects a person has drugs in their house, they must still obtain a warrant (unless they can see the drugs from a public place, which would make the search reasonable).
The difference in this case is that the inspector went into open fields, not his house. Not a Fourth Amendment violation.

Try actually READING and UNDERSTANDING the Fourth Amendment, instead of thinking it protects against unlawful searches and seizures without probable cause.
The Fourth Amendment only protects "persons, houses, papers, and effects". So why do you think the areas she went to is protected by the Fourth Amendment?
